Socialism and Surplus: Why Planning Cannot Overthrow Capitalism

blackboardAs the economic crisis continues along with militant action against it, the idea of socialist planning has emerged from the grave.  The beginning of the neoliberal offensive, along with libertarian Marxist currents, discredited state socialism for various forms of micro-politics. And yet, its contemporary resurrection has not proven itself a feasible historical project. It exists as a zombie that has lost the horizon of communism as revolutionary action. In its stead, planning has been misrecognized–and not only by social democrats–as if it were post-capitalism instead of a potential strategic avenue within capitalism. The old formulation of the latter has transmuted into the myth of planning as the realization of post-capitalist society itself. It is ultimately a regression in Marxist thought. It is a position that neither Marx nor that 20th century scion, Lenin, held–even though both could periodically fall prey to the illusion. At bottom, socialism is subject to the same compulsions as capitalism. Its planning is the planning of the management of surplus; the category which is the foundation of domination. If it might attenuate some of the most vicious results of the capitalist hell, it cannot help us escape it.

It is precisely in the compulsion for surplus that dominating relations manifest themselves. Indeed, its collusion with stratification predates capitalism. Hunter-gatherers did not have permanent leaders since mobility required the minimization of material possessions. A reliable surplus helped some households accumulate larger shares over subsistence-centralizing leadership. In societies which did not have a surplus to consolidate, subject populations could not be integrated and thus hierarchy would crumble. Marx claimed that communism was that which realized human species-being. It would be the re-emergence of the most primitive in the most advanced. Species-being is impossible to realize with the compulsion of surplus since it is a logic which compels alien production.

Honing on this anthropological point is not merely an academic exercise. It indicates the literal lack of empirical evidence for planning as a means to abolish capitalism. The best retort to what is being argued is that efficient planning would equitably redistribute the surplus making it impossible to expropriate. Workplace democracy and the ability for people to take control of society through participation will prevent backsliding, or so we are told.

However, A theoretical and practical problem emerge for revolutionary thought. First, there is no actual material claim to prove that domination would not reoccur. The ties that bind society are, at best, the moral force of a social contract. The ideological delusions exhorting humanity toward its essential goodness are militated against by the system of calculation which must arise for the whole system to function. Calculation would not be the coordination and distribution of use-values. Such a calculation is qualitatively different than calculation in the area of production. The latter is inherently the regulation of socially necessary labor-time. The reduction of labor to planned labor-power reimposes factory discipline in order to regulate the input and output of a given factory. The abstract call for democracy is not as romantic as it sounds. It would only bring us to a world in which labor self-disciplines; the internalization of capital without capitalists.

The second argument follows from the first. An emergent bureaucracy out of capitalism would, despite all intentions, be subject to the compulsions of the economic. In order to demonstrate this point, Amadeo Bordiga’s critique of Stalinist Russia is important. Bordiga thought the problem with the Soviet Union was not in the despotism of the bureaucracy as a class but the laws to which it was ultimately subject. He looked at the social relations in the Kolkoz and Sovkhoz–the former a cooperative farm and the other a straight wage-labor state farm–to demonstrate that the state took the role of merely another firm among firms. Importantly, he argued the essential impossibility of realizing communism alongside calculation in money prices (or in ‘labor tickets’ as some recent scholars have advocated).

Production would not be the creation of alien wealth in any form but the realization of human creative capacity. If the species must metabolize nature, it would not be in the service of production but in the conscious reproduction of basic material needs. The coordination of large-scale society is not planning and to maintain such an argument is to mangle categories. Planning is discipline at the site of production, which is necessarily the regulation of bodies.

And yet, socialism is not rejected as inherently evil. Uneven and combined development indicate the necessity for multiple mediations in the realization of communism. The problem to be isolated is the false belief in socialism as the abolition of capitalism itself. If there is room for socialism, then the situation is one of strategic retreat. Retreat is not used in a pejorative sense; revolution is not Pickett’s Charge. Rather, there is no such thing as a “victory for socialism,” just another step in the Long March* to communism.

OpOK Relief Rebuilds Oklahoma

A week and a half ago, when I first drove to Little Axe, Oklahoma, to take a look at post-tornado recovery efforts, the countryside was still in crisis mode. Mountains of rubble and garbage filled gravel roads and red dirt paths leading to the remains of homes. Neighborhoods that had been full of working-class houses were uprooted and dirty, unsafe tent camps were all that remained. Just 30 minutes away, the big NGOs and FEMA operated, bringing national attention to Moore – a badly struck area, to be sure. But not the only one affected. 

In Little Axe, Newalla, Carney, Luther, Shawnee, and other areas, humanitarian workers at the local nonprofits complained how little had been done, despite the hundreds of millions that the Red Cross said had been donated. It was only later that everyone’s thoughts were confirmed – money sent to the big players was ending up in Washington, DC. Certainly some of it would be spent on affected people here, but the vast majority would be sent to other areas or spent on overhead, administration costs. At last count, the Red Cross was still sitting on $110 million allocated for Superstorm Sandy. While the NGOs have done some fantastic work here, our communities know their needs best. There had to be a better way. OpOK Relief stepped in to fill the gaps as part of the People’s Response. As a convergence of Occupy groups, anarchists, libertarian socialists, Food Not Bombs folks, Rainbow Family, IWW organizers, teachers, social workers, and non-hierarchical, non-bureaucratic relief groups from out of state, our focus has been on direct action. Local and international initiatives have come together to address community specific needs. We’ve been able to assess damage on the ground, get people into emergency housing, help them secure their homes, and provide connections for outside volunteers to plug into affected communities, prioritizing the most impoverished and overlooked. 

The response to our work is overwhelming; we’re getting supplies and volunteers into areas that have either been under-served or neglected altogether by the major NGOs. Horizontal organizing, based off people’s needs on the ground, is making all of this possible. 

As a non-hierarchical solidarity effort, multiple people share the work load. I am grateful to play a part in this work, but this is a community effort. And the community will continue to respond.

Allowing residents and victims to shape the services they receive is an essential part of our disaster relief efforts. Find local organizers and community leaders on the ground in these locations, ask what they need, crowdsource and share information, and see what you can do to meet these needs. 

Cooperative decision-making, participatory democracy, and mutual aid are tenants of anarchist society. OpOK Relief isn’t an anarchist group, but anarchism motivates my work within it. Anarchism is movement for a society in which the violence of racism, sexism, homophobia, capitalism, and coercion are removed from our daily lives. Anarchism is the belief in a world without war and economic poverty. Anarchism is a philosophy and movement working to build cooperative, egalitarian human relationships and social structures that promote mutual aid, radical democratic control of political and economic decisions, and ecological sustainability.

I believe that our work here today can create the kind of world that I carry in my heart. I believe that this work brings the best out of everyone involved, from the people on the ground to the people directly impacted by these storms. I believe that everyone has a part to play here, that anyone is capable of making a difference in these struggling areas.

The company Foxconn employs more than one million people in China alone. As the world’s biggest contract manufacturer it works for Apple and many other electronics brands. Foxconn’s workers are the iSlaves who face horrendous working conditions while producing communication tools like iPhones and iPads. In 2010 a series of worker suicides shook the Chinese Foxconn factories and drew world-wide attention. The management promised to improve conditions and pay higher wages, but the situation has not changed much since: Foxconn accelerated the relocation of factories to the Chinese hinterland, employs student interns as “cheap” labor, covers up work accidents, and still relies on its militaristic management regime. However, Foxconn-workers are far from being quiet victims. They have used every-day forms of resistance against the rhythm of the assembly line and have been able to stage strikes in various Foxconn-factories around China.

The Big Sleep

For nine days in November/December 2012, the Ports of Los Angeles and Long Beach lay sleeping. Fifteen container vessels sat anchored off the coast. We were told that “featherbedding” will not be tolerated and the management complains of operational “nightmares”. The supply chain oneiric aspires toward an efficiency it can never obtain under capitalism, but it won’t ever be able to believe this. Instead, it intends to produce/instrumentalize more docile and flexible humans—and fewer of them.

The clerical workers of the main Southern California ports struck against this logic. According to “Bloomberg” (the man, the business organ), the workers were hurting no one but themselves. Their economic impact to industry was $2.5 billion per day — yet, “Bloomberg’s” chief concern had, of course, nothing to do with market impact—the true concern was for their beloved truckers… “They’re dying,” says the organ.

The clerical workers have arisen. They struck to protect themselves from the company axe. Management hopes to outsource or casualize the labor force in order to adhere to Lean dogma—an efficiency imperative with it’s roots in Taylorism’s scrupulous accounting of non-essential action, but made even more sadistic by the newer ‘just-in-time’ gospel of late-capitalist globalization. Essentially, value is denied whenever workers stand idle. Ironically, 800 clerks triggered a chain reaction of idleness—a repudiation of the new rhetoric of the ‘value chain’. Their picket lines weren’t crossed by their comrades on the docks—and the entry point for nearly half of all goods flowing into the U.S. was effectively at rest—asleep in the harbor.

What if this idleness spreads? Then the nightmares of management and capital will intensify. The man (quoted above) who speaks of nightmares is a logistics operative in the Southern California trade corridor. One of his specialties is the importation of hunting trophies—animals of distinction that were killed elsewhere and that must now enter the country as sculpture. This section of their website includes informative features on “hunting drones” and “hunting the pressure” created by other hunters—the technocratic management of animal death.

Empire Logistics

NOTE: Over the next several months, this site will be collaborating with Empire Logistics. The following is an introduction to the project.

Empire Logistics is a collaborative initiative to research and articulate (through online mapping, video, text and other media) the impact and ‘externalized costs’—human, economic, social and environmental— of the international goods movement industry. An initial area of focus has been “The Inland Empire,” an area of Southern California that was hit hardest by the subprime mortgage crisis of 2008 and the ensuing depression. The Inland Empire continues to face some of the highest home foreclosure rates in the country, staggering unemployment far above the national average, a rise in homelessness, and a decline in the median wage.

One of the reasons for the severity of the crash in this region is the structural link between the housing boom and the goods movement industry. An astonishing 40-plus percent of all the goods that enter the United States move through the Inland Empire, making it one of the largest distributions hubs in the country.

Initial class projects initiated by EL at Cal Poly, Pitzer College and UC Riverside focused on Mira Loma, a census-designated area where there exists the highest density of warehouses in the United States, where big firms like Wal-Mart and Target house their goods in massive distribution centers before moving them to their retail outlets all over the country.

Unsurprisingly, Mira Loma is also the epicenter for struggles in labor and environmental justice. Most notably, Warehouse Workers United (WWU) has been organizing the goods movement workers to unionize and attain the power of collective bargaining against distribution firms like Wal-Mart and the sprawling complex of satellite temp agencies that provide an effective deterrent against unionization by destabilizing job security. Likewise, in the environmental realm, the Center for Community Action and Environmental Justice (CCAEJ) is attempting to pressure local government to better regulate air quality in Mia Loma, which has some of the worst air pollution in the country.

The EL collective will soon begin mapping other West Coast trade corridors and hopes to complete a supply chain portrait of the U.S. by the end of 2013. In providing useful and accessible information, a supply chain poetics, compelling stories, and windows into the lives and resources affected by the supply chain, we aim to facilitate direct response to immediate social/economic problems through collective actions that bypass official media channels, and to help forge connections and solidarity among related struggles.
